Do you have to change the Nic Mac everytime you connect a different hacked modem with a different mac or do you only have to change it once to be on the safe side?

Do you only need to change the nic mac if a subbed modem was connected to the pc?

Do you also have to change a routers nic?

Whats the best programme to change the nic mac?

each to there own...

Yep theres even more too.

If you'd like a full selection just google "how to change my MAC address" there are quite a few different methods, each with their own pros and cons.

Heard Smac 2 is the best and easiest to use, is this right?

Yeah, it's pretty widely touted as the best yes.

Also very straightforward with predefined MACS that match with certain manufacturers model specs apparently. Not sure what good it does, but it sounds good.
