You can change the IMEI on any phone but it's not legal. Google it and see what you can find.

sorry for being ingnoant or stupid but why and what reason would you want to change it? Surely the only reason is for a stolen phone with the imei bar?

It could be that or the phone may have been blocked at some stage. You can get it unbarred legally but you need to ring the service provider but I can't guarantee that they will do it for you.

i bought a second hand phone and when i phoned up orange they said that the person hasnt payed there bill so they have blocked the phones incoming and out going calls

As mentioned by blakey_8, yes you can change it, but its not legal, at all.

It also carrys a prison sentence if caught, and an unlimited fine, telecommunications fraud is VERY serious, best not to mess eh?
