Now that 50mbit is gone for me, I am back on the 20mbit... but is there a config that is not capped (has no traffic management)?

Also, is there a faster upload config?

cmbus-pkg3-nat-any.cm doesn't seem to work for me? How big should the config file be for that?

I use that config because it has the fastest upload speed 1MB up.

That speed is about right although I get 2mb more download speed than you.
