The posted screencap definately states Rang A Rang's name and Hotbird frequency(11471V).
As you say,they have been broadcasting regular programmes for some time on this transponder,but disappeared,a few days ago,along with all the other channels.
Maybe the information card was displayed to inform viewers that they were returning to this transponder,but have experienced further technical problems and disappeared again.
