Cleared Cache both times, both on cmbus-pkg3. Why would this happen?

try doing a real world test, then post results.

Go to ubuntu website and download the torrent of their latest release of ubuntu linux, and then post back your speeds. This WILL give you an accurate picture of what speed you are attaining.
