Default Telephones and cable

Hey guys, not sure where to put this one so i'll stick it in here!
Any way, just been round my sisters new house and oh my god what a cable/telephone mess! The cable has been split from the main output 3 times then 2 more time from one of those feeds. Does that mean the person living there had a virgin box in each room? (5 rooms) Also the grey box on the side of the house (main feed) has a smaller black cable coming from it which is going to a telephone socket in the house which leads to a crazy set up of other telephone sockets as the ex home owner was deaf and had some sort of madness going on with big ringers and what not....Any way, main question is, this smaller black cable coming from the ground by the cable feed; is this a BT line or not? I have phoned BT and they have told me that there has never been BT in the house but...if its not BT who the hell owns it? And where will the BT line come from? What does it look like? Im trying to do my big sis a favour and sort this stuff out for her aswell as her TV and internet, shes just given birth and moving home now dont want her stressing out! Any help will be apreciated guys. Cheers in advanced.

Virgin Media also provide a phone service with the cable you stated.

They have their own cables and don't need BT to humpback on.

The larger coaxial cable is for digital TV and broadband.

The Bt line will come from a pole situated on the corner of your street or underground.
