Default soldering help.... please

1) i need to jtag ambit 250 does anybody know how to ?burn?scratch? the board as on attached picture? do I have to use any chemicals?
2) what kind of cheap meter can i use to check if capacitor or resistor is good?

you mean that idea someone once had to get at 'apparent' jtag points by making a hole in the pcb under the cpu?

i wouldnt recomend it, you'll have more chance lifting the tsop chip

lifting a chip in this particular modem is not easy, there is a couple of resistors there around. i tried to scratch one but i destroyed points. thats why i thing somebody used some kind of chemicals to get there.
