Does anyone know what Horizon downloads do?

There is Horizon firmware available for the older Diablo Cams, is that what you mean?
If it is then the Horizon files are used just for reading subscription cards, there is no emulation software included.
I think that they were released so that shops could legally load the firmware onto the cam as it is not breaking the law, due to no emulation firmware being present so it couldn't unlock any encrypted channels.

If this isn't the information you require can you please post more details of the cam you are asking about.
