As it comes down the phone line then yes.

It comes via a broadband connection.

So a phone line is not necessary, unless that is the way your broadband is received.

£15 minimum subscription though, for non Sky TV subscribers, though the Sky Player website seems to be very non-forthcoming with the subscription costs!!
