Default pc is knackered!

My emachines 170 (dont start!!) froze the other day. I took the case off only to find the harddrive was so hot I couldnt touch it. Nothing I tried would make the machine shut down so I unplugged it from the wall. I took the machine to bits and put al the components under a fan to cool them down. When they were cool I reassembled the system and now when I start it it shows the emachines splash screen for a while followed by operating system not found. I guessed this was because the harddrive had over heated and fried. I bought a new harddrive and fitted it but now it wont boot off my restore cd. I first guessed this was because I probbly set the bios to boot only off the hard drive. I have tried all the f buttons and the delete buton to try to enter the bios but none seem to work. Firstly does anyone know how to enter the bios? Secondly if I cant get into the bios does this mean my processor is shot? I remember reading once that if the caps lock, num lock etc lights dont flash when you switch the machine on it means the processor has had it is this true?

With it showing the splash screen and then no OS, it should enter the bios even with several fried parts. You usually enter bios with f2 or delete, keep repeatedly pressing them as soon as you turn on the PC.
