Its pretty easy but you need somewhere to point your new domain name at (ie a webserver of some form). If you use it in conjunction with one of the free webserver services (X10hosting seems ok although there are conditions) then you can have a go at making your own small website and email, possibly even a smal ftp server as well.

my host has currently got a offer on £6.50 for a years hosting with unlimited emails,bandwith, sql etc etc

pretty good deal.....

off subject i take it you are a coder.....are you familiar with designing themes arround css ?
