this new channel has started at Eutelsat W2A . and is scrambled. any idea where to get smart card.

I doubt you can subscribe to the channel,as its listed as being transmitted for "LOCAL CATV NETWORK" i.e for cable.
It also appears to be C band.
Also can I just say,this section of the forum,is just for listing new channel details,not queries about new channels.
Please ask your queries in the general satellite help section.
