Are you actually connecting the scart cable to the actual RGB enabled scart socket on the tv(check your manual)?
Have you tried another scart cable?

my tv has 2 hdmi slots and are being used by the xbox and dvd player, this is why i wanted to use RGB cables for the HD box. i have had the RGB cables checked and everything seems to be in working order except i dont get a picture. think i may have to get a HDMI splitter if the RGB cables dont work
