Can't stop people PM'ing, and this sounds like a technical request rather than advertising, so not technically spam.

Best just ignored, unless it proves to be a problem.

I wouldn't be surprised if there are some people in the UK with strong ties to the Indian sub-continent registered with email addresses there, and then using them here.

I know at least one of the mods has strong connections with Pakistan, so I wouldn't be surprised if there are a few .in and .pk addresses around.
