Default cable on pc via software not hardware?

hi is it possible to get cable or sky channels through your pc without needing new hardware is there any software has it?

you need a DVB-C card at least, the rest can be done though software.

for sky you still need all the equipment except the set top box which can be substituted for a DVB-S2 card

No, no and NO! You need a DVB-C capture card, smartcard (possibly a CAM as well) and software. I use TVCatchup - Never Miss A Show Again which allows you to watch freeview channels online and the quality is quite good too.
